My name is Alfred Lawrence Patterson. I am an African American. Born August 5, 1955 in Detroit, Michigan. Mr. Director, on April 23, 1977-I sent a National Prison Reform Proposal to Attorney General of the United States Griffin Bell. It arrived April 25, 1977 by the United States Postal Service Registered Mail. From United States Post Office 48221.
On I believe April 18, 1978-I arrived in Washington, D.C. To be exact, I arrived at night, during a rain downpour, during the night, the United States Senate Passed the Panama Canal Treaty. The next morning, I arrived at 950 Pennsylvania Avenue. The United States Department of Justice Headquarters Lobby. There was an African American Lobby Personnel. I told him about sending a National Prison Reform Proposal by Registered Mail. The Lobby Personnel called the female that signed for the Registered Mail. She said she sent it up to the Attorney General of the United States Griffin Bell. The Lobby Personnel made some telephone calls and received some telephone calls. Evenually I was sent up the Lobby Elevator. To which floor, I do not recall. But the floor I stopped at, had a Caucasion Male waiting for my arrival. On the Wall across from the Lobby Elevator was a Sign. Which stated the Special Litigation Section. The Caucasion Male escorted me to the first office on the left after turning right from the Lobby Elevator. The only thing I remember about the Caucasion Male was, he was wearing cowboy boots.
The first thing the Caucasion Male asked me, was I ordering the Government to finance the National Prison Reform Proposal. I said no. The National Prison Reform Proposal requested $77 Million for the Cost for the 1st 100 Quad House Restaurants to be Constructed. From there, the 100 Quad House Restaurants would finance the 850 Quad House Restaurants Nationally. The 850 Quad House Restaurants would of have an annual Gross Income of $5.2 Billion with $2 Billion left before Taxes. The $2 Billion would of been used for the National Prison Reform. The Quad House Restaurant part is obsolete now. Now I am seeking $125,264,600 for the Cost to Start a Special Business Loan Brokers Business Firm. That will have 49 Corporate Finance Attorneys, 40 Secretaries, and 8 Receptionists. The Office Building will be Constructed with 40 Conference Rooms in Washington, D.C. Now back to the Caucasion Male of the Special Litigation Section. He asked me more questions. But I was left alone several times in the Office while the Caucasion Male went to speak to someone(s) outside the Office. The last time I was left alone, he came back and told me I would have to go to the United States Senate Committee on the Judiciary. The Caucasion Male escorted me pass the Lobby Elevator, pass desks and typewriters, through double doors, down the hall, to a different elevator. Once I arrived on the 1st Floor, I was lost. I evenually made my way to the Triangle Shaped Center of Building. I evenually made my way to the Exit, East of the Lobby Entrance, down the Street, I believe it was Pennsylvania Avenue and Constitution Avenue.
I arrived at the United States Senate Committee on the Judiciary. The Staff were extremely cordial. I told them why I came. I poured myself a glass of water from a pitcher. The glass of water had about 10 clear as water-3/16th of an inch worms. I would not have seen them, except the water was going around in circles. I believe the worms were poisonous. I was escorted into the next room, in the back to a desk, chair, and telephone, on hold was Mr. Mike Gelacek. He was an employee of United States Senator Joseph Biden. We talked briefly, Mr. Mike Gelacek told me to call him back in an hour. I walked back to the 950 Pennsylvania Avenue Lobby. I used the Pay Phone in the Lobby. I called Mr. Mike Gelacek, I sat in the booth and let the telephone ring for exactly an hour. No one answered. I walked back to the United States Capitol Building. I used a Pay Phone, Mr. Mike Gelacek answered, he said he contact me back in Detroit, Michigan. He never did. The last I heard, he was working for the United States Sentencing Commission.
I have written to the Attorney General of the United States, Inspector General of the United States Department of Justice, and the Office of Professional Responsibility before 2009. I just can not get the United States Department of Justice Headquarters to investigate itself. That is why Mr. Director I respectfully request the Federal Bureau of Investigations conduct an investigation of an alleged Title 18 United States Code Section 1117 Violation by the United States Department of Justice Headquarters and the United States Senate Committee on the Judiciary. Only the Special Litigation Section Caucasion Male knew I was going to the United States Senate Committee on the Judiciary, because the Caucasion Male told me to go to the United States Senate Committee on the Judiciary.
